Because your starter is going bad. You will need a new starter soon!
This is a major problem for most Cirrus models, and thousands of owners have complained. The best website to get info on this issue is http://repairpal.com/cars/chrysler/cirrus#recalls_section It is probably the EGR valve. The EGR valve contributes to hard or rough start, and will probably indicate the beginning of the stalling issues to come. You will find all the recalls on this website that helped me before I invested in a 1998 Cirrus.
Bottom, passenger side of the radiator. Very hard to get to.
I had the same problem before. All I hear is a click when I try to turn the ignition on. I just replaced the starter motor and never had that problem again.
I have done my Cirrus brakes several times now.I just went to the public libary and checked out their copy of the CHILLTONs manual and they walk you through it step by step..They are not hard at all,Mine has all wheel disk brakes though.Check the rotors to make sure they are not grooved or need surfacing, thats gets a tad costly to take them to the brake shops..
This is a major problem for most Cirrus models, and thousands of owners have complained. The best website to get info on this issue is http://repairpal.com/cars/chrysler/cirrus#recalls_section It could be a compo of the following: EGR valve, PCM, crankshaft sensor, camshaft sensor, fuse box, electronic distributor. You will find all the recalls on this website that helped me before I invested in a 1998 Cirrus. You will note that this issue with the car shutting down is not easily found and will not give a standard error code when a mechanic runs it through their computer, therefore you may pay for unnecessary repairs. It is most likely crankshaft sensor or camshaft sensor, as they work together. If one shuts down, they can't communicate and therefore it shuts the car down until the connection is found again. The EGR valve contributes to hard or rough start, and will probably indicate the beginning of the stalling issues to come. Also, oil leaks can develop at cam sensor, causing the malfuctioning, and some will say you need a new head gasket.
If you Jake up the back end of you car and drop the gas tank you should see it close to the back of the tank you may want another person to help you drop the gas tank it was hard for me to do it alone but I didn't have a full tank ether
Sometime in 2012 - 2013
You must drop the front of the Fuel tank down to get to it. This Fuel fiter is not cheap! About $20 bucks @ your local parts dealers. Get a Chilton, Haynes other Manual! As it is hard to work on,it is one of the most neglected replacement parts.
Not that hard.

I found a place where you can buy PCM' for 96-06 Chrysler Sebring, Dodge Stratus & Cirrus with a lifetime warranty, programmed & updated for your VIN & mileage. I found a PCM there for my 1997 Chrysler Sebring Convertible JS which has California emissions...so a hard part to find on the East coast. I will be buying it in about 2 weeks, so I'll let you know how it goes! http://www.allcomputerresources.com/ 1-866-699-5230 ALL Computer Resources, Inc. $199 FREE Shipping
