There could be a vacuum leak allowing air into the inlet manifold after the (ICVS) idle control valve solenoid and throttle body, or the ICVS could be clogged up and now not closing enough to bring the revs down.
or the throttle body maybe a little sticky and not closing all the way or the accelerator cable might be a little to tight not allowing the throttle body to fully close,
check all the pipes that connect to the inlet listen for hissing
check the the throttle body returns fully after the accelerator has been fully depressed and released,
alternatively it could be a sensor fault such as the maf sensor,
you could get a fault code reader from halfords to take it to a garage and get the codes (if any) read for about £20
Cruise control
Do not put your foot on the breaks. Take your foot off the accelerator and steer into the skid.
The vehicle driver either take their foot of the accelerator and applies the brakes.
Steer in the direction of the skid and remove your foot from the accelerator. Do not apply the brake.
Hi I bought a Ford Fiesta Encore which and a similar problem. I was going to call it KIT 'cause it has a mind of its own. Not only did it rev when I took my foot off the accelerator it could travel along the road at at least 30 mph and picked up speed going down hill. All I had to do was cover my break. When I stopped at a junction it revved even faster when I put my clutch in. I took it back to the dealer who said that they had had a Ka with a similar problem caused by dirt on a sensor and he sent me down to his mechanic. A quick spay of WD40 on what I think he called the accelerator sensor worked a treat. It has behaved its self ever since. It took seconds to solve the problem
Remove you foot from the accelerator, hang on to the steering wheel, do not apply the brakes, do not turn the steering wheel, and pray. If your car is in a "hydroplane", you should: -Ease off the accelerator

If your car breaks down the highway gently and smoothly take your foot off the accelerator. Do not ever try to break hard. Then after taking off your foot to the accelerator carefully work your vehicle toward the breakdown lane or the side of the road. If you can, signal the drivers behind you that you are having a trouble in that way you will avoid any collision.
