There is a couple of possible answers. Replace the PVC valve would be the easiest, cheapest and quickest to do.
If you have modified the air intake so that the internal engine air is no longer being fed into your air filter system is another.
Possible gasket leak - intake manifold or head gasket. If you have engine idle or performance problems with no oil leaks it is likely that one or both gaskets are your problem. Further tests will help deciding this. Are you loosing radiator fluid? Has your engine ever been over heated. What year and engine would also be a help.

If there is not much water its most probably Condensation this happened in my ford pickup often.
