Alternater is frozen or the idler pully. Check each pully the belt goes around, one of them will be stuck.

Coolant leaking inside would smell sweet, so either you have a piece of plastic melting on the element or your fan motor is starting to short out.
To get a 400 Pontiac Motor in 1979, you had to also get the 4 speed. Pontiac last manufactured 400 motors in 1978 but saved some from 1978 for use in the 1979 model. Those motors were used in the 1979 4 speed cars only. 1979 Automatics had the Oldsmobile 403. You could also get a turbo version too. All of which could come with auto trans. I worked on many of these at the Pontiac dealer.
