There are actually many reasons that this could occur. Check if there are any other symptoms such as redness, irritation, or drainage in the eye. The dilation could be related to an eye injury or irritation and may improve on it's own. Also, check to see if the eye constricts when you shine a light into his/her eye. If not, you would probably be best off seeing your vet.
This is a medical problem that should be carefully evaluated by your veterinarian as soon as possible. Both eyes should be equally dilated due to the cross-over of nerve fibers between the eyes at the optic chiasma. When the pupils do not dilate to the same degree, it often indicates a problem with either the eye or the brain.
Mammals (this includes both you and your dog) are all about bilateral symmetry. This includes every aspect of your dog's eyes, and specifically, in this case, his pupils. A particularly interesting aspect of the mammalian oculomotor system is that it responds equally to stimulation. This means that if you shine a light in one of your dog's eyes, both pupils will constrict equally. This is known as the consensual response. So, if you ever notice that your dog's pupils are of unequal size, regardless of the lighting, something is seriously wrong...

Generally speaking, one eye should NOT stay dilated! I would get to the doctor because it could very well be an indication of an illness, i.e., brain tumor.

When the pupils become large, the term for this is dilated pupils. (Some people just say "dilated eyes", although this isn't a precise way to conceptualize it.)

Next time you take drugs look in the mirror..if your pupils are dilated, then you are on drugs. However, if your pupils are permanently dilated it could be a potentially serious eye condition., which an optician would be the first person to ask, and he will conduct an eye test.
