Salt is used as a drying agent and once the moisture is removed from the meat, it will spoil at a much slower rate. The water is needed for the microbes to work on the meat eating it and causing it to rot.

It dries the food, and since mold and mushrooms and stuff need it to be damp, those can't grow as easily. Therefore, it takes longer for a salted steak to go bad than an unsalted one.
