slower is the wrong word, but I know what you're asking. pure water at standard pressure has to overcome two basic forces to jump into the gas phase. first, the air pressure of 101.k kPa is pushing down on the surface, holding those water molecules down. Next, all the water molecules are so polar, due to their bent shape, and the very electronegative bonds (oxygen electronegativity value of 3.5 vs. hydrogen's of 2.1). The polar water molecules are very attracted to each other due to the interactive force called hydrogen bonding.

For the concept of vapour pressure and boiling.

Vapour pressure of water is depend on temperature. At 100 oC, vapour pressure of water will be at the same as atmospheric pressure so it boil.

Salt, is in solid state and virtually had no vapour pressure. Presence of salt mean the vapour pressure is diluted. For such solution to have vapour pressure of atmosphere, it require increase of Temperature from normal boiling point.
