Why does slim drown the puppies?
The supposed reason is because Slim's dog, Lulu could'nt possibly feed all of
the pups, so Slim decided to drown the smallest of the pups, keeping the big
healthiest ones to live. This action shows symbolism of one of Steinbeck's
reoccuring themes, which is basically states that there is no room or tolerance
for the weak and useless, especially in an environment of unlimited resources.
This theme is somewhat of a cruel reality to the main characters, realizing that
the ranch doesn't consider the welfare of its weaker members, but it also
stands as one in which those who hold power wield it irresponsibly.
In the book, Of Mice and Men. Slim is the jerk line skinner at the ranch. He is seemingly ageless, and carries himself with great gravity and dignity. Slim gives Lennie one of his litter of new puppies as a companion. Curly suspects that his wife has set her sights on Slim, and may be having an affair with him.

Because most strays have puppies pree-maturly wich means most die. but if it is pree mature it will have a wierd egg shaped bubbe around it, so the best you can do is try to cut the sac with a stick, because the egg is filled with water so if not out early enough it will drown.
ONLY if the smaller dog is the male. I don't breed dogs, so I can't answer for sure if they can breed, but I do know that if you breed a small female to a large male, then you have problems. The puppies will be (roughly) the size in between the parents, so the puppies would be larger than what the female would naturally be built to birth, and the unborn puppies may get stuck…
Lennie wants a puppy because Slim says his bitch (dog) has just had pups, and earlier on in the novel George promised Lennie a puppy because he kept accidently killing all the mice his took care of. George says that he can pet a puppy harder than a mouse so he promises and Lennie remembers this, and wants one of Slim's puppies.
