Because liquids, solids, and other dense states of matter generally have molecules packed closer together than with gasses, plasmas, etc. Sound is transmitted by vibrations, basically particles bumping into eachoter, and because there is less space between particles in denser states of matter it takes less time for each particle to bump into the next, speeding up the transmission of sound.
