Clocks are moved forward for daylight savings so that people can enjoy the nicer summer weather. It really isn't a change in the sun or Earth, but just a way for everyone to get up earlier in the summer so that they have a longer time before the sun goes down. The length of daylight in the summer is also longer of course, but that is related to the tilt of the Earth's axis and not related to daylight savings.
This is because 1 day is not actually 1 day. It is really 23 hrs 56min and 4 sec long. So, due to this amount of time, after some time, the less amount of 3 mins and 56sec turns into an hour so there is an exceed in hours and they dont want it to be an exceed in days because then it turns all confusing. Some parts of Mexico observe daylight savings time; some don't. I suggest the Date and Time web site for specifics. In general terms however, Mexico's daylight saving time starts on the first Sunday of April and ends on the last Sunday of October.
