the bulb will light up when current flows thru it if the switch is open no flow will take place

sounds like bad break light switch. your break pedal has a switch that turns on your break lights when you press on your breaks and off when you take your foot off the pedal.
It should only take one person to switch on a light bulb if it is 6 light bulbs it may take 6 people to switch on a light bulb Der!
It would not be dangerous to leave a light bulb partially unscrewed, however, there is some possibility that it will fall out of the socket. I would advise that if you don't want the bulb to be on, and you don't have a light switch, unscrew the bulb completely and put it away until you need it.
