Do you have more than one CD or DVD slot on your System? Is your blank disc in the right one? Is it in correctly. If so, Try another disc.
cos you have to have a good cd, that is the real cd with the stuff in it first
probably need to update the drive if its older and you're using newer cds, have to get a firmware file , flash file
