All cars start and the revs are higher than at idle,butif there is a noise when starting that usually goes away, it could be a idle tensioner going bad or a faulty pulley/ bearing. Noise usually only last a few minutes.

Hmm, don't remember exactly as we seldom (never) change them. Follow the fuellines from the tank, the filter is either situated under the car or once the fuellines reach the engine compartment.
None. They are the same 7th Generation Corolla 1991 to 1997 (1998 model year) with either a 1.6Liter 4A FE or 1.8Liter7A FE and they will swap nicely or another of same drop right in. All electronics, ECM are same. A VERY FEW 1998 model year Corollas got the (then) new 1ZZ FE but a '93 in to a '96 no problem
You either will need an OBD 2 machine (cheap one runs about $60 on Ebay) to turn it off or have Auto Zone do it for free. Disconnecting the battery does not help.
Disconnect the battery for 5 minutes.
Borrow, rent or buy a diagnostic code scanner. It will tell you what you need to know. The computer turns on the light just to say that it has found a problem but you need to use the code scanner for the computer to tell you what it has found.
The check engine light on a Toyota Tercel can come on for a variety of reasons. It can be come on whenever there is a problem with the engine that needs attention. To reset it, disconnect the battery for a few minutes then re-connect it.
Just disconnect the battery for couple minutes.
