Make sure the heater is not on, sometimes the door in the heater/ac box is not working properly or the valve controlloing the hot water to the heater is not stopping the flow. An ac will not out perform a heater. The last thing it could be is that the evaporator is freezing up, or there is a clog in the line somewhere.

AC works by compressing a gas, which makes it hot. Then this compressed gas gets cooled at the radiator, down to about outside air temperature. This cool and compressed gas then goes to the coil inside the car where the pressure is released and the gas gets cold. Then the gas gets sucked back from inside the car to the compressor and so on. So the low pressure line is always the line going from inside the car to the compressor, the high pressure line is the line going from the radiator to the inside of the car.
