It means that you've got a leak somewhere in the cooling system.

-Check your engine oil dip stick, if the oil is milky there is a possibility of a cracked head.
- Check your radiator with the pressure cap off (Do this when the engine is cold Don't do it when the engine is hot as there is high danger of scalding if you attempt to remove the cap ) If there is oil in the water then you may have blown the head gasket. Another indication is when you start the engine with the pressure cap off there may be bubbles in the radiator.
- Check the frost plugs haven't popped out or are corroded (this usually happens on the older engines that haven't had a good radiator servicing)
- Some vehicles have problems with leaking hoses in the car heaters (older cars)
Sediment blockage. You need to have your radiator power flushed to get all the build-up out.
Changing a radiator in a 1997 Pontiac Grand Am can be a difficult task. To remove the radiator, all of the radiator hoses will need to be disconnected from the radiator. The transmission lines will also need to be removed. After all of the hoses are disconnected, remove all of the clips that are holding the radiator in place. Lift the radiator up and place with a new one. All the hoses and clips will need to be put back in place with the new radiator.

Driving like an absolute doughnut would cause that. Or not checking and toping up with oil and coolant.
on most vehicles the radiator fan is wired up to a relay so that the fan will remain off until the car is warmed up. they do this so your car will warm up to NOT (normal operating temperture) faster. if you are good with wiring you could wire the fan up to a switch so you can turn it on or off when needed.
its called the battery as that system is electric on the c3 yes i know rubbish idea but that's what they done. if it feels like it needs toping up with fluid it means your racks gone and you will need £300 ish to fix it
Some radiator fans will come on with the air conditioning. If it comes on with a cold engine with the air conditioner off then there may be an issue with the fan temperature switch. It is normal for a fan to come off and on during driving after warm-up.
You may have a coolant leak that will need repaired.

Is it at the correct fill level ? If the radiator is old it is possible some corrosion has blocked up soemwhere and the radiator may need anther draining and flush through with water till it clears out.
Drain the radiator, disconnect the hoses from the radiator, remove any shrouds over the top of the radiator, unbolt the radiator, and pull up.
