I would always start with fuses. Then I would look at the Vehicle Speed Sensor. HTH. Check everything that comes from the tranny, cables, make sure all wires are plugged in, etc.
If the speedometer is not working but the odometer is, I would suspect the dash cluster is at fault. If both speedometer and odometer are not working I would suspect the speed sensor on the transmission is at fault.
If the odometer stopped working and the speedometer and cruise control still work, you have a bad odometer. It is part of the speedometer assembly so the whole thing will have to be replaced.

The odometer on a 96 Ford Explorer is tied into the speedometer. If the speedometer is working then there is a gear problem inside of the speedometer causing the odometer to not work.

There is not an odometer cable. The odometer is driven by the speedometer. If the odometer is not working then you will have to replace the speedometer head.

If the speedometer works, but the odometer is not working, there could be a fuse blown if the odometer is digital. If the odometer is not digital, then a gear is broken in the speedometer cable. It should be replaced.
The gears in the speedometer are stripped. If the odometer is working then you have input.
If the speedometer and odometer are both not working, I would blame the speed sensor. If only the speedometer does not work and the odometer does work, the cluster is bad.
Does your odometer work? If the speed sensor goes faulty both speedometer and odometer stop working.
