You most likely have a problem either with the tank's gasket system (water keeps leaking back to bowl) or else the shutoff valves are faulty (poor water transport). You could also have trash either in your shut off valve or in your fill valve in the tank.

Do you watch it not get filled up? There is a little hose inside the tank that helps fill the toilet when the tank is filling. It may be detached from the vertica pipe.

There can be many reasons why the tank will not fill up and one of them can be because your chain that pulls the rubber flapper up to flush is either caught on something or the rubber flapper can be pulled to high and will not fall back down to close. Another is if you have a plastic cone flapper then the flush handle bar that slips into the plastic cone sleeve can be wedged against the toilet tank. another reason can be because your fill valve is clogged or the water is shut off.

If the fill valve in the tank is the type that has a round float that rides up and down on a post, they have a quarter size washer in them that can become stiff or get plugged. Some of these are in the base and the whole stack comes out, some are in the top and only the top comes off. In either case, shut the water off and quarter turn the part counter clockwise. The washer should be where the stack separates. Most of the valves are the type that the top comes off so hold the bottom half because it is plastic and will break. It's not the end of the world if it does break, the whole assembly should be about $10 new.

If yours has the ball on the rod type of fill valve, I would shut the water off, take the supply line loose and make sure there is water getting through the shut off valve. If there is, there I would replace the old fill valve in the tank with the type I described in the first paragraph. They are a lot easier.

bad flapper valve. cheap and easy to replace. check with lowes or Home Depot Plumbing dept. they can tell you exactly what you need and how to install it.
