How low is low. If you have the Multiport Fuel injected engine it is normal for it to idle just at 500rpm give or take 50 prm. Anythign lower and you have a problem.

What purpose is the idle speed control value on 1990 Chevrolet 1500 pickup and what does it look like and where is it located at?

The purpose is to control the idle speed, so that you don't idle too high or too low. Look under the engine... you'll see a sort of semicircular piece with a cable attached to it. With the engine running, if you turn that piece, the engine will rev up.

Will a 1995 civic transmission fit in a 1990 civic?

No, the 1990 civic transmission is a cable operated clutch and the 1995 civic is a hydraulic operated clutch. So unless you rig up a hydraulic clutch system(Master cylinder, pedal, slave cylinder, lines...) it will not work. But a company called "Hasport" makes a bracket that has a cable attachment that operates the clutch engagement and disengagement.

Why does 2007 Harley Davidson idle so low?

How do you know its low? Idle should be in the 950 to 1050 rpm range. I installed a MSD shift light. Its about the size of your index finger(tubelar in shape) I have a carberated softail so I opened the air/fuel to about two turns. Then I raised the idle to 950. I went back to the air/fuel mixture and found the "sweet" spot after going in and out a few times w/ the mixture screw. When the idle rose, I backed off on the idle screw to about 950 to 1000rpm. .
