Usually it's a vacuum leak. Check for a missing or disconnected vacuum hose. If that's not it, check for a problem with the EGR valve.

Yes, I have a 92 Grand Prix SE and I do admit the steering wheel is little odd cause of the controls on the wheel but it is convenent. I kept up on all the oil changes and the car has been great with no problems.
