Well, your blood carries oxygen though your body constantly. That is one of it's main roles in your body. And since your body relies on that life giving oxygen to live which makes your blood very important. And when you breathe in, you take in oxygen so your blood gets it to give to your body. Ok, now to your question. When you hold your breath, you lack oxygen because your body is using it up all the time. So, your body pumps what remaining oxygen you have left as fast as possible to try to make up for your lost oxygen. I guess another reason could be that your body is stressed. But its more likely my first answer. Well, glad I could help!

No, it decreases your heart rate because you don't get more oxygen so your heart can't give out more oxygen rich blood.

Does holding your breath help you aim a weapon?

When you take in a deep breath, your heart beat slows (Which makes since to practice breathing for relaxation). On the exhale the heart beat increase (More energy required to push air out). So when you hold your breath, your heart beat will slow more and more as time goes on, as the blood is running low on oxygen, your nervous system slows as well. This is because of the light headed feeling, it's your brain need more O2. The reason it works is because your muscles will relax, and your focus will increase as your cognition slows and your body goes into survival mode. Hope this helps!
