sounds like the resistor board has blown, on the highest setting it has no resistors, hence the reason it still works

I would first recommend getting the Chilton manual. I did the heater core on my wife's 96 Blazer. It is a very involved process and should only be attempted if you are a fairly knowledgeable mechanic. You have to remove the instrument cluster and drop the steering column to start. I own a 1999 Blazer with a 4.3L vortec engine. I had this problem and solved it by topping up the coolant level. I found if the coolant level got even a little bit low the heater would only blow out lukewarm or cold air. I know this sounds simple but it worked for me. DL Vancouver Island British Coulmbia
If you have a heater core leak you need to R & R it (remove replace) this means removing the whole dash. The heater core is only like $20-$40 but labor will bring it out to be close to $200 -$300, so i recommend doing it yourself if you want to save money. The core is behind the dash on the passenger side in all blazer models.
