Why does your keyboard not have an fn key?
All Macs should have a fn key in the very bottom left corner. It is under the Shift key and next to the control key.
FN is a function key and it's position really depends on the make of the keyboard. On my keyboard it's blue; therefore, any blue above a normal keyboard key will represent what will have if I press that key while holding down FN. This is generally used for things like controlling volume, using a NumPad on a smaller laptop, or launching a program (if the keyboard is fancy enough).
Fn - especially calculator or laptop is the key that accesses the other functions of certain keys depending upon keyboard manufactry i.e. holding down the Fn key whilst using the F2, F3 etc keys will, on sony laptop adjust volume - written in blue as is the Fn key, holding down the shift +Fn key will give you the function of the other coloured keys.

One reason the Fn key may appear stuck is if you recently plugged a full-size keyboard into your laptop and pressed the NumLock key. This key activates the Fn key on the laptop. The "Fn" key is a modifier key, much like "Shift." By itself, it does nothing. Its purpose is to use an alternative function, such as volume control or to switch to another monitor, that has been mapped to a key on the keyboard. This depends on the laptop brand. But in general, you should be able to do that through the keyboard using the "Fn" key (if you have one). For example on dell laptops, it's Fn and than the up/down arrow keys. For IBM laptops, it's Fn and home/end. Check your laptop user manual (or look for the manual on the internet) it must be there.
