more likely its starving for fuel ,rather than flooding,
if it's bogging, it could be a misadjusted float ot a clogged jet in carb , if it has a diaghram actuated slide it could be torn, also a faulty spark plug or weak ignotion could be worth looking at
It works like a screw. There is a pin on the inside of the throttle tube that, when the throttle is twisted, moves the throttle bar toward the outside end of the handlebar. The throttle bar has the throttle cable mounted into the end of it, so when it moves, the cable is pulled and the engine revs.
it may not be warm enough or you may not have alo of gas left. so just let it sit there for like 5 or 10 minutes giving it a little throttle just make it a little louder than when it revs

Sounds like it is flooding out. Try idling your carburetor up. unless it is fuel injected. also use some carburetor cleaner, or throttle body and injection cleaner if its fuel injected.

Yes it could , but check the air flow Door / fuel door assbly in the intake. you may have a very simple problem there first .
to fix that problem with it cutting out let it warm up a little bit before like 30 40 seconds or so and then barrely pull in on the throttle and then just give it more throttle steadly and after that it should be ok
