Teflon is made up of a polymer called Polytetrafluroethylene.

The main carbon backbone chain is completely surrounded by the huge Flourine atoms. This leaves no bits of polymer chain to stick out "attach to food"

The manufacturers sandblast the bare pan to create lots of tiny grooves and scratches to give the Teflon coating something to stick to. The process includes a primer coat and many others combined with a heat stage before the pan is complete and able to reach store shelves.

Usually, an adhesive will do the trick. The more adhesive-proof the pan is, the more heavy-duty adhesive I would recommend.
