No, a psychologist is not a medical doctor (MD), where a psychiatrist is. The minimum degree requirement for a psychologist is a master's degree depending on the specialty. However, if you plan on practicing therapy or do meaningful research, you must be a licensed psychologist. This would mean pursuing a PhD which is approximately four years beyond a bachelor's degree. The PhD is a doctorate and the highest level of educational attainment.

No. Medical school is only for physicians. A Ph.D. - in any subject - requires graduate school. Graduate schools are almost always housed at a university.
