Cyanoacrylate (super glue) doesn't stick until it dries and sets up.
ANS 2 - Any glue needs to partially evaporate in air to stick. If kept in an air tight bottle it can't set.

Super glue is made of cyanoacrylite.
Possibly if you an apply an etcher first to prime the surface. There are a few glues that are made by Loctite that will adhere to teflon.

It is hard to get superglue to actually go down because it sticks to your mouth and tongue. It will most likely only reach the throat and then harden. I really don't know if it will actually stick together or just harden. In any case, drink something hot and eat olive oil. Your mouth will probably stick together, though.
