In cooler weather, the fan(s) will take longer to energize, or maybe not at all, depending on the ambient temperature. How do you know that they sensors are good? Try turning on the AC to MAX and see if the fan goes on or not. Those fans also do have both relays and fuses - check them.

The coolant sensor on a 1994 Buick Roadmaster is located just above the Harmonic Balance pully at about 2 oclock
It is a two wire sensor, very near where the upper radiator hose attaches to the engine.
The problem could be a dirty sensor or the sender is no good.

if it's like my 2002 it has a service engine code light on with a speed sensor code.it doesn't have a speed sensor, it means you need to check plugs/wires/or the electronic assy.itself.my problem was the plugs.
The coolant temp sensor is located directly under the EGR valve, just in back of the upper radiator hose connection on the engine. The sensor has 2 wires and uses a 14mm socket to replace
The cooling temperature sensor is located on the drive belt end on the intake manifold on 3.0 and 3.8 liter motors. On 3800 motors it is located on the opposite end of the intake.
