Replace the heater core. Simple. Under the hood, right near the passenger firewall where the heater hoses enter, there is a vacuum controlled value which closes the flow of hot water to the heater core when the air conditioning is running to make it work better. When the heater is on the valve opens and allows the flow of hot water through the heater core. I have had several of these valves go bad over the years, once in Oswego, NY when it was about -5 degrees. I'm not sure how much they charge for them at at parts store or dealer since I always got mine at the junkyard. Just about every GM cars uses the identical valve. You can get one at a junkyard for about $4 and they take about 1/2 hour to put in. You need either a flathead screwdriver or a 7/16" nutdriver to loosen the clamps. To find the valve, follow the heater core hoses, usually 5/8" that go into the firewall and you will see it. It is a roundish, disc looking thing with a thin vacuum hose attached and it is a flow-thru device so it has the heater hose on each end. Good luck with it.
