Put simply, there's no need for it in Hawaii. The idea behind Daylight Saving Time is that it adjusts the clock to take more advantage of the increased natural light. Because Hawaii is so close to the equator, the sun rises and sets at relatively the same time throughout the year. Due to this fact, there is no need to adjust clocks to take more advantage of the sun.

Places that are closer to the equator, like Hawaii, don't have enough variation in the amount of sunlight they receive per day to make daylight saving time worthwhile. Some tropical countries do, however, observe D.S.T. just to stay in sync with their neighbors.

In areas where air conditioning is used a great deal, like Arizona, any savings in the cost of evening lighting during D.S.T. is canceled out by the cost of the increased late afternoon air conditioning.

In places that are as close to the equator as Hawaii, the time of sunrise does not vary enough to really take advantage of the energy saving benefit of Daylight Saving Time. In places where the climate is as hot as in Arizona, the savings from the reduction of evening lighting is outweighed by the costs of additional late afternoon air conditioning.
