It really depends on what breed your dog is.
Some breeds have undercoats and can naturally protect themselves from the cold; some do not. Siberian Huskies, for example, naturally have undercoats and Dalmatians do not. To be sure, check what breed of dog you have and read up on it. There are various resources online which can help you on this. If you're still unsure, ask your question again here but be more specific about your dog's breed.
AnswerDepends on the breed. If his coat was made for cold weather (ie: thick and fluffy)then he doesn't need it. But it can never hurt. He may enjoy looking fashionable. AnswerYes, for small dogs with short hair it's a good idea if it's super cold out. Small dogs under 10 pounds to tea-cup sized dogs can get chilled easily. Larger dogs don't need sweaters. It really depends on the dog. Some dogs really like it, others can't stand it.
My parents have a jack russell, and I buy baby t-shirts for him. When I walk in and hold them up, he dances around on his hind legs until I put it on them, then he struts around looking proud.
However, my own golden retriever at home hates clothes. I tried putting a costume on him, and he tolerated me putting it on him, but then walked around hunched like he was in trouble. I took it right back off of him. Although, when we put his life jacket on him to go out on the water, he gets excited. He associates it with going to do something fun.
Best bet is just to try your dog out with something, and see how he reacts. If he doesn't like it, then don't force it, unless it is something needed. If he really needs whatever it is, just work with him. If you train him, he will learn to accept it.
Because dogs do not need to. Dogs come with exactly the right equipment for the environment they are meant to live in. In some cases, a dog may need to wear a fleeced or waterproof coat if the weather is particularly cold and the dog in question is a breed that does not have a naturally thick fur coat, but aside from that, a dog does not need clothes.
Small dogs do if you do it while they are little and it gets them used to it. Small dogs have a harder time retaining body heat, so they may need a sweater or coat when outside for extended periods of time during the winter. Dogs that have long hair such as the Pomeranian, Chow Chow, Husky and Great Pyrenees do not need additional clothing during the winter from lovelypetwear.com
Well cats are much too independent to wear clothing that you the human has decided to put on them. They are either going to just lay there and look at you like you are crazy or they are going to freak and run through the house. Cats are not here to impress you, you are here to impress them. So save the clothes for your dogs, and don't make your cat miserable by putting clothes of him.
YES dogs can wear clothes its so natural for dogs to wear clothes even tho there not humans doesnt mean they cant wear clothes. :) :) :)
A built in fur coat renders them generally unnecessary. However, many owners find dog coats useful in inclement weather, particularly for old or frail dogs.

If your dog is gone and the cat is fat then yes. My suggestion is to put a muzzle on the cat if you don't stab it to get the dog out first. But if you do, don't stab the stomach! :) (WOW that cat's big or the dog is mouse size!)
yes you can get them but you will have to put the kitten or cat in a cage or something and let the dog sniff it then take the cat out and put the dog on the lead but make sure you get them to know each other gradually.
