The relay that handles the turn signals is separate from the relay that handles the hazards.
Most likely you have a burned out turn signal relay. Most likely the relay is located in your fuse panel and is a very inexpensive item to replace.
turn signals and hazards have separate flasher cans both look the same and are generally in the fuse box replace the hazard flasher can. they cost about 2 dollars at auto store

There may be a lamp with one of the turn signal elements burned out. If one is burned out turn signals may not work even though the lamp appears to be working when the lights are on.
Otherwise replace emergency flasher or possibly turn signal switch in steering wheel.

I had the same problem on my 2003 Saturn L200. When I cycled the Hazard Signal/switch for about 30 seconds, both left and right turn signals once again worked!!
You have two separate relays for 4 ways and blinkers. I would say that the turn signal relay needs replaced. It is usally a round silver relay either on the fuse panel or under dash. Go to the parts store tell them the year and make they will give you the right relay and can probably tel you where to look.
I had this expirience many time before..... and thru most of the older cars....the only problem in it was the sockets ( light sockets at rear were the trouble side is) its loosing contact, or ground .... most of the time the sockets are kind a old and around it were the socket goes in needs leaning with a sand paper so as the outside of the socket itself....plus sometimes you need to change the whole socket with new one....( they tend to get rusty by age )and check the condition of the wires too....simple little things gives headache...sometimes you have to check the contack of the bulbs specially if it is a double contact.....everything has to be having cleaned and good contack.....it should solve your problem.....remmeber clean ground, priority actually , should look like new or is possible put new ones....but clean is the key , very good contact....." good luck "......Patience is another key....
im having a similar problem. but NONE of the back lights work. i checked the fuses - all good. then i moved to the bulbs. i changed the blinker bulbs on all 4 lights and that fixed the blinker problem. im still having a reverse light and emergency flasher problem, though. im going to change the rest of the bulbs first, to see if that fixes the problem. if its not the bulbs or fuses then check the switch on the steering column. as a last resort. its gotta be in the wiring. that's a punk of a deal to fix, though. oh well, that's all i can help with right now.
On most late model cars the power for this system comes though a single fuse and through a single flasher.
On current production of many cars this system is controlled by the body control module and each system ( left signal, right signal and emergency flashers ) has its own fuse.
In this case it is likely the steering column switch assembly has failed or become disconnected.
see if all fuses and flashers are intact.Check steering column connectors.

Also, generically, a possible faulty earth somewhere in the signal circuit.
two things, you missed the blinker fuse, which looks like a cylider and is on the fuse box, or near it. or the button to turn them on is broken or disconnected
you need a new flasher, just go to the local suto store and ask them if they have a new flasher for your turn signals

You probably have a bad flasher. This is the thing that actually interrupts the blinker signal, making the lights go on and off. It's location will vary by make and model of vehicle, but is usually under the dash, or in the steering column shroud. You can find out about the flashers in your car by checking in a Haynes or Chilton manual, or by running by a dealership and asking them where it is.
If the signal light fuse is blown all the signal lights front and rear would not work. If you have one signal light out I would first suspect a bad bulb or bad connection.

Usually it means its picking up a signal on the specified band.
If neither signal light works, the flasher may very likely be the problem. The hazard lights and the signal lights work off different flashers.

Some cars have two flashers, one for the signals and the other for the emergency flashers. Be sure you replaced the right one. Also check the fuse the bulbs and lastly the signal switch.

The turn signal and the flasher use separate flashers. If the dash indicaters come on, do the lights come on but not flash? If yes, probably the flasher. Should be near the hazard flasher. If you don't see it, turn the hazards on and listen for the flasher to click.
When the signal lights are not working on a car, there are a couple of things that could be going on. One could be that the bulb needs to be replaced. The other possibility is that the signal relay needs to be replaced.
