It sounds like just the fuse or ground/wiring short--- see diagram in your owners manual. Should be a 15 amp lt blue fuse...you can pull off the fuse cover under the drivers side dash and check for the "brake switch" fuse or other listing. On a '99 it is #23...but I don't know on the 1994. The Chilton's book (~$10) has a section on it that shows the diagrams for each model (~9-16).
It should say TAIL for taillights or maybe brake lights.

It's possibly the park safety switch above the brake pedal. If it's stuck or faulty it hinders you from putting the vehicle into gear because it thinks that the brake is not applied. Hope this helps.
