Does your car have a remote for keyless entry? I recently had to program a remote for a 1992 Cutlass Supreme. The procedure involves removing the trim on the passenger side of the trunk, near where the antenna sits on a 2 dr. Once you pull off the trim, you should see a wire with a black connector on the end, coming from the passenger compartment of the car. To program a remote, you use a piece of wire to go from this connector to a ground on the car. As long as this connection is made, the power door locks will cycle back and forth. To program a remote, you push the buttons while this cycling is going on, then unground the connection. I don't believe that this connection has anything to do with the taillights, but if your wiring bundle is chaffed somewhere, this could be grounding out the wire for the remote programming, causing your locks to cycle. One of the wires for the tailights may also be chaffed, causing the problems with them. Good luck. Often this type of behavior is caused by a bad ground for the lighting circuit. Check the ground circuit for the brake lights.
It turns the rear brake lights on as a safety feature. The brake pedal is pushed in, causing the fluid to move forward in the brake cylinder,activating a brake light switch. Even if the vehicle is off, the lights will still come on.

Brake lights are on continuously while you are driving. Every time the brake pedal is depressed.
Usually this means there is a bulb out. Get a friend to watch the brake lights and the headlights when you have the car running. Push the brake pedal down so he/she can check brake lights. Also try each turn signal while that friend watches. If a bulb is out, your friend can tell you which one it is and then you can go to a mechanic or a local auto parts store for a new bulb.

While the Rav4 is turned off, pull the emergency brake up one click and then start it up. This will leave the running lights off and the emergency brake will not be engaged when it is pulled up only one click.

on the brake pedal under the dash is a brake light switch. that when you depress the brake it turns your lights on. you might wanna check that
check the fuse, brake lights have their own, & check the brake switch at the top of the brake pedal
Generally brown is used for running lights, green for right turn and brake, yellow for left turn and brake.

I would check the running lights for one with a short. I had the same sort of thing with my trailer and I spent way to much time troubleshooting the brake and signal wires. Turns out a running light bulb connector was grounding out on the trailer and messing it all up.
