If you mean why they aren't allowed to, some people think that as they have a learning disability, they won't be able to cope with parenthood as well as those without. This isn't the case, as it varies from so bad that they might never be able to leave the house without accompaniment, to so mild that the disability doesn't affect their day-to-day life at all. If you mean literally, then I think it is, but if both parents had DS, then the child could inherit the condition, and for parents knowing what it's like, it probably wouldn't be desirable.
