You must have a certain number of Hoenn Pokemon, then talk to Prof. Birch.
Actually, you have to trade with either FireRed, LeafGreen, or Emerald, but I had some problems trading with FireRed and LeafGreen, telling me that one game or the other isn't ready to trade with other regions yet, so I traded with Emerald.
you will need 100 cauht Pokemon before talking to the prof so i sugest to start catching Pokemon and then show your dex to him and he will approve/improve your pokedex hope this helps

∙ 14y agoyou have to do the league then catch 60 different pokemon. go to prof oak and he will give you and ur rival the national dex. hope this helped :)
