I don't think it is. Last year a man was put to death. Just found: In February 2006, a de facto moratorium on capital punishment was enforced in California as the state was unable to obtain the services of a licensed medical professional to carry out the execution of Michael Morales. The occurrence came as a result of an injunction made by the 9th Circuit Court of Appeals which held that an execution could only be carried out by a medical technician legally authorized to administer IV medications. The lethal injection procedure, if wrongfully performed, could lead to suffering for the condemned, potentially constituting cruel and unusual punishment.
