Mainly because it costs a lot of money. NASA only has a limited budget, and money spent on moon exploration is money that can't be spent on other stuff, like the International Space Station and Mars exploration.
A second reason is that it's dangerous. Apollo 13's crew nearly all died, and there's no guarantee that if we sent more humans there they wouldn't have their lives put at risk. It's likely that most moon exploration in the near future will be done by robots.
