Hurricane Harvey formed in a manner similar to many other Atlantic hurricanes. It started as an area of low pressure and thunderstorms new the Cape Verde islands off the coast of Mexico. As it moved west across the Atlantic the system gradually became stronger and more organized, becoming Tropical Storm Harvey on August 17. It moved into the Caribbean and soon encountered wind shear that caused it to degenerate back into a tropical wave on August 19. After crossing the Yucatan Peninsula and emerging into the Bay of Campeche the wave soon reorganized into a tropical depression and then strengthened into a tropical storm. Harvey then began to intensify rapidly in an environment of warm water and little wind shear. It quickly reached hurricane status. As of the afternoon of August 24, Hurricane Harvey is expected to continue to gain strength and strike the Texas coast at a major hurricane.

Hurricane Katrina did not form over land. Katrina formed over the Atlantic Ocean near the Bahamas and was moved over land by wind currents.
