Canada is part of the commonwealth becaues of trade, and other economic reasons, not for it's social or athletic reasons.
example- In Canada, you say hockey in reference of Ice Hockey. In the rest of the commonwealth, you say hockey in reference of Field Hockey.
In Canada you play Baseball, in the rest of the commonwealth you play cricket.
If it was not for the United States influences, Canada would be a true menber of commonwealth. They are members for political and economic reasons.
Canada wanted British Columbia to join in Confederation, because they wanted a country that went from sea to seas and they didn't want British Columbia to join the United States.
Because if Canada remains tied with Britain, it improves their relationship, and they can always support eachother.
Northern England is tied culturally and economically to Quebec. Northern England relies on Quebec for much trade and they are from the same cultures.
Canada being a dominion or Colony ( Under the British commonwealth) it is possible they wanted something less independent or ( Gung Ho) than the more familiear Be Prepared or Always Prepared ( the latter Semper Paratus- also the motto of the US Coast Guard and a slightly different translation the trade mark of a popular but ill-named brand of batteries. ( Ever-ready). Law and Promise sounds more pedestrian or tied-down, my guess. Maybe there is an internal tradition each national group would have its own motto.
Canada is a Europeanized country due to the English colonizing it. That also explains why Canada has English as an official language (in addition to French, as the French too colonized Canada), is majority Christian, and is culturally tied to the UK in some ways.
Canada's economy has grown in parallel with the US. That explains how Canada, a weakly populated country with not nearly as much industry as the US, obtains the 10th largest economy in the world. Canada and the US are immensely economically tied, as they are each others' largest trading partner.

Canada and Britain are the leading members of the Commonwealth.
Canada and Britain are the leading members of the Commonwealth.
Canada isn't just a member of the Commonwealth of Nations - it's a Commonwealth Dominion, to which the British monarch holds the title of Head of State (thus, the Queen of England is also the Queen of Canada). Canada has long standing ties to the Crown. Canada's independence was done under the provisions of the Statute of Westminster Act 1931, and further reading on that will help explain how the act both gave the Dominion independence, but also ensured they would remain tied to the Crown.
in WWI, Canada's military was still under British rule, thus when the British went to war, Canada went to war. There was no delay. In WWII Canada was no longer tied to British military action. Canada wished to make a statement that Canada was choosing to go to war, not being pulled in by the British. It was agreed that Canada would wait one week after the British declared war. This would send a clear statement to the world that it was Canada, not Britain, that was declaring war.
They will stay tied if you tuck the non looped end under the first tie.

Atlantic Canada. By its proximity to Canada's easternmost provinces, New England is economically tied with the maritime provinces (that is, New Brunswick, Nova Scotia and Prince Edward Island).
