If you are getting fuel and it will not start you have no spark.
Could be the fuel pump.
Could be a number of things... bad air filter, fouled spark plugs, weak fuel pump...
Fuel pressure should be around 40. If the injectors are not getting power it will not start. Start with a crank sensor first.
Try using logic!1. Take out the spark plugs/injectors. Try and crank the engine over. Does it turn over? If it doesn't then try again with the lights on. Do the lights dim to nothing when cracking? If yes, then your battery is dead - Replace.2. If the lights don't dim then your starter is not getting juice. Does your starter solenoid click? If not then the fault is in your ignition circuit from the battery to the solenoid, Check the ignition fuse and wiring.3. If the solenoid is clicking. Then the fault is in the main power from the battery to the starter motor. Add a light bulb to the power connection on the starter motor, check to see if power is getting to the starter motor, if yes then the fault is in your starter motor, It could be jammed or misaligned. If not then the fault is in the solenoid or power cable to the starter.4. If this is all correct then try the same logic to the fuel system. Start from the tank and work forward to the cylinder. Is fuel getting to the pump? Is fuel getting to the filter? Is fuel getting to the Carb/Injectors. Check for air locks all along the system.5. If all else fails, check your timing and other issues using the same logic.
Two things, the fuel filter and most vecihles have two pumps one in the front and the one in the tank.
It is possible that the fuel line in the 1997 Buick Skylark is bad. Getting a tune-up or changing the fuel filter may resolve this problem.
Yes, one way you can ckeck if the motor is getting fuel is to spray a squirt of stater fluid into the carb then turn over the engine. If it fires over with starter fluid but not without, the engine probaly not getting fuel. Also smell the tailpipe after turning it over if it smells like gas motor my be flooded.

im in the process of this job and for the most part its easy. I removed the intake and exhaust manifolds, the power steering pump, the fuel-rail, left motor mount, but i am getting stuck around the time chain case.

if the engine turns over and it is not getting fuel, more than likely fuel filter or fuel pump problems if the car is not getting fuel.

Maybe it's not getting gas. Check it by starting it with starting fluid. If it will run with starting fluid, check the fuel pressure at the fuel line test port. You'll need a fuel gauge for that.
