Comets such as Halley' Comet are small bodies of rock and ice which are in a highly eccentric orbits around the sun. They spend most of their time slowly orbiting the sun, far out beyond the outer planets. Their orbit eventually comes close to the sun, where the surface is heated and gives the comet its tails - they become much more visible. Halley's comet orbits the sun once every 75 years, so its only visible during this brief phase when it is close to the sun (and Earth).
Haley's comet appears once every 76 years, other comets appear more often and others are actually rarer.
This is because that is how long it takes that comet to orbit the sun. It's orbit is not round like ours and the other planets. It is more oval (called eliptical) so it gets really close to the sun at one end and then goes really far out the other end. We only see when it passes the earth while it is close to the sun.
