One example is the Middle East, who in the past were at the forefront of technological development, but have since fallen behind due to cultural reasons, such as religion.

It has large cities with all amenities including large integrated public transport systems, a network of high quality roads and freeways, cutting edge telecommunications infrastructure, large light, medium and heavy industries capable of providing what Australia needs with sufficient for export plus the capacity to feed itself and others and mine or grow the raw materials required for industry.
The Australian Dollar is traded heavily on the international money market and there are no unmanageable foreign debts.
Australia is sufficently well developed to provide military support to other countries when required and to take in refugees from many countries.
Australia also has a democratically elected government, which provides us with a complicated range of laws and taxes for all applications.
Australia contributes to scientific research and development by various means, is represented on the United Nations and is currently lobbying for a seat on the UN Security Council.
These and many other things are the hallmarks of a developed country.
