Why is Palestine permitted to participate in 2004 Olympics since it is not currently recognized as a country or government?

Though they need to train in secrecy to prevent Israeli forces from demolishing their facilities, with financing (often from Palestinian businessmen abroad) Palestinian atheletes had the Palestinian Authority organize an Olympic Committee which brings Palestine's best athletes to the olympics. However, a lack of funds and rights does prevent full function of the Organization.

Palestine is currently two different de facto states. The first, and recognized one, is the Palestinian Authority in the West Bank. Its head is Mahmood Abbas. There is an unrecognized Palestinian State in the Gaza Strip ruled by Ismail Haniyeh.
