Elizabeth was born before before Margaret, and this made Elizabeth the heir to the throne when her father died in 1952.

Even if Margaret had been the oldest, she would no longer be queen as she died several years ago.

King George VI was the King, and Elizabeth Bowes-Lyon was his wife, the Queen Consort. Succession passes from parent to children first, meaning his eldest daughter (as he had no sons) Elizabeth would become Queen on his death or abdication.
