SETI (Search For Extra Terrestrial intelligence) broadcasts radio frequencies that are clear they are from intelligent life forms. So if a civilization were to pick it up they know its not random.
SETI (Search for Extra-Terrestrial Intelligence) is the name for the private program (privately funded and operated) searching for evidence of extraterrestrial life. Contrary to popular belief and assumption, NASA has nothing to do with the SETI project.
SETI has yet to receive any sort of signal that has been determined as being extraterrestrial in origin. However, the closest thing to this happening was the WOW signal, which was detected by SETI in 1977. It is unlikely this signal was extraterrestrial, rather a reflected terrestrial signal, however it is still being debated.
SETI listens to frequencies between 1420 (the Hydrogen molecule) and 1662 (the hydroxyl molecule). This is to say that an intelligent civilization would recognize these frequencies and would probably be monitoring them a well.
