It is a day of atonement. we are closer to God, and we pray that He will forgive our sins and the sins of the entire nation. as one of the yom kippur prayers says: "on rosh hashanah it [our fate] is written, and on the fast day of yom kippur it is sealed". it is considered the holiest day of the year, with shabbos being second.
