Rusting is a chemical change because the compound you end up with is not the same as the substance you started with. It is the oxidation of metal due to exposure to the air. The most common example would be iron, Fe.

4Fe (s) + 3O2 (g) -> 2Fe2O3 (s)

the nails becoming rusty are a cause of the iron reacting with the oxygen in the air and making iron oxide and you cannot change it back, which makes it a chemical change.

Iron nails rust when the iron reacts with the oxygen in the atmosphere or in water, forming iron oxide, a new chemical. The chemical reaction is Fe + O2 --> FeO, or Fe + O2 --> Fe2O3.
