Could be a number of reasons. You need to take it in to a shop, and have a system performance test done on it.
If it's blowing and you can tell the compressor is still kicking on when you turn the A/C on, the Coolant probably just needs to be recharged. Especially in a 9 year old car.

It could be that the fan switch on the thermostat is turned on so the fan runs all the time not just when the A/C or heat is on. This is supposed to be the most efficient method.
