In 1842, the Presidential salute was formally established at 21 guns. In 1890, regulations designated the "national salute" as 21 guns and redesignated the traditional Independence Day salute, the "Salute to the Union," equal to the number of states. Fifty guns are also fired on all military installations equipped to do so at the close of the day of the funeral of a President, ex-President, or President-elect. The United States Independence Day (commonly known as the Fourth of July) is a federal holiday commemorating the adoption of the Declaration of Independence on July 4, 1776, declaring independence from Great Britain. Hence 1776 1 +7+7+6=21

Not a mortuary practice- like Taps or firing three rounds blank. The 2l Gun salute is for the President of the United States. origin of number of rounds is obscure but may have some connection with the old voting age of 2l years. Then again 2l is three times 7, and thus three times the age of reason. It was the year of majority or adulthood in the Middle Ages. only Men 2l and over could be Knighted ( squires and pages could be younger) and so it goes. except for an ex-President, it is not a funerary custom. half-way up,. indeed.

Saluting by firing guns comes from 15th century Britain. It was a form of showing good intention because it would mean that their armaments would be discharged. The reason for 21 was that ships usually had 7 cannons, and since ground based cannons had more ammunition readily available, navy policy stated that when under attack, 2 shots would be fired for every 1 shot fired form a ship. Therefore, a full volley would be 21 shots.

Salute by gunfire is an ancient ceremony. The British for years compelled weaker nations to render the first salute; but in time, international practice compelled "gun for gun" on the principle of equality of nations. In the earliest days, seven guns was the recognized British national salute because seven was the standard number of weapons on a vessel. In that day, gunpowder made from sodium nitrate was easier to keep on dry land than at sea. Thus those early regulations stated that although a ship would fire only seven guns, the forts ashore would fire three shots to each one shot afloat, hence the number 21.

A 21-gun salute, is exactly what it is called. The custom of firing cannon originated in the Royal Navy. When a ship approached a port it was customary for it to fire all of its cannons out to sea to show that it had no hostile intentions. Later this was modified to the firing of seven guns to save shot and gun-powder. Forts and land batteries (with their larger supplies of shot and gun-powder) were expected to respond with a 21-gun salute. Over time, due to technological advancements, it became standard practice for ships to fire the same number of guns as the forts.
