Because the friction force due air acting on the upper part of of body the person who travelling on the roof of the running bus try to turn over which is dangerous for passenger while the lower portion remain at rest w.r.t the roof of the bus.

When brakes are applied by the driver of the bus the passenger sitting on the roof of the bus will fall outward due to the inertial property of body the upward part of the pasangwr will want to continue its motion while the lower part will stay intact.

When you are on a train, you are moving horizontally at the same speed as that train, relative to the ground. When you jump from the train, you will start decelerating horizontally, slowly, because of friction with the air. You will also start accelerating vertically toward the ground, because there is nothing between you and the ground, other than the air, to resist gravity.

When you hit the ground, you will decelerate rapidly both vertically and horizontally.

If you are high enough from the ground when you jumped, (say the train was over a bridge) the time it takes you to fall vertically the distance to the ground might be longer than the time it takes you to decelerate horizontally. The speed you are travelling at horizontally when you hit the ground is slow enough to not injure you, but you will have accelerated vertically to a speed fast enough to injure you when you hit the ground.

Even though we fix firmly our legs on the ground due to inertia of motion the head and body would be in continuous motion. So we get toppled forward in the direction of movement of the bus and definitely get injured severely.
